While this service is planned to receive an increase in funding in each of the next two years, it receives the smallest increase and it is the only service to receive a smaller increase in 2010/11 than in 2009
While a significant part of the budget is spent on service provision to the public (e.g. council tax collection, housing benefits payments), much of the expenditure here is connected to the provision of services that support the whole organisation, such as operating corporate policy, finance, IT and human resources. As these services are essential to the operation of any large organisation, but the added value for customers is usually difficult to measure, the question of efficiency savings is particularly difficult to address. The expenditure plans reflect the desire of the Council to create a lean but effective corporate centre. Delivering within these budgets will be a challenge, and much will depend on how the relationship between the corporate centre and the activities undertaken in other parts of the Council develops.
