Glad to see you are back in harness.

I heard Fiona Hyslop speak at HAS Conference last week and there was concern at what she said. She ducked a very specific question about fair funding, and spoke about not micro-managing local authority finance.

While I understand that premise, it begs the question of sufficiency of budget in the first place. This arrangement will place a very big responsibility on education directors and HTs to ensure our education budgets are not reduced to meet other competing priorities. I think the councillors have been handed a very difficult task by central government.

Love to talk to you about this in more detail: the concordat has implications.

- Edinburgh Education pilot
